Yakutia is the only region Far East, where natural population growth continues, and the birth rate in the republic is 1.5 times higher than the Russian average. As of the beginning of 2014, there were 21,294 children on the waiting list for kindergartens in Yakutsk. An increase in the birth rate leads to a corresponding increase in the need for services preschool education and aggravates the problem of shortage of places in existing educational institutions. The overload of preschool educational institutions in cities and towns is also a consequence of the increase in internal migration as a result of intensive urbanization.

The investment project “Innovative development of preschool education in the Republic of Sakha (Yakutia)” is designed to solve the problem of the lack of places in kindergartens with a loan from the International Bank for Reconstruction and Development (the main lending institution of the World Bank) in the amount of 117.7 million US dollars.

Among the main objectives of the project is to increase the capacity of preschool educational institutions in municipal areas and the urban district "City of Yakutsk":

  • adjustment of existing standard projects in order to modernize them, as well as their subsequent “linking” to selected sites for the construction of buildings of preschool educational institutions;
  • construction of preschool educational institutions with a capacity from 50 to 240 places using modern construction technologies used in the Far North, including innovative energy-saving technologies;
  • providing constructed preschool educational institutions with modern equipment, furniture, educational materials, toys, as well as outdoor and indoor playgrounds.

To adjust and modernize existing standard projects of preschool educational institutions, in 2014, a study was carried out to develop preliminary innovative projects of preschool educational institutions for the regions of the Far North and Far East. Organized by the Ministry of Education and Science Russian Federation and the government of the Republic of Sakha (Yakutia). The competition was held with the support and direct participation of the Ministry of Economic Development, the Ministry regional development, Ministry of Construction of the Russian Federation and the World Bank.

A representative panel of leading international and Russian experts consisting of 16 people was invited to evaluate the competition works, including Japanese architect, professor at the University of Tokyo Takaharu Tezuka, analyst of the Center for Economic Cooperation and Development Hannah von Ahlefeld, architect and vice-president of the Union Russian architects Alexey Bavykin, vice-president of the Academy of Graphic Design Sergey Serov, as well as local experts, including the chairman of the Union of Architects of Yakutia Irina Alekseeva, representative of the State Institution “Office of State Expertise of the Republic of Sakha (Yakutia)” Lyudmila Ammosova and others.

As part of this project, it is possible to optimize the current Russian sanitary and fire standards in the field of preschool education in accordance with modern realities and the best international standards. During the preparation of the investment project, World Bank experts developed recommendations that are aimed at creating a developmental environment for children to unlock their potential. In particular, multifunctional open spaces are envisaged, in which the child should open up and feel free, not limited to the space of group cells.

Competitors from the Republic of Sakha (Yakutia), other regions of Russia, as well as foreign architectural bureaus took part in the competition. 43 applications were registered on the competition website from participants from St. Petersburg, Moscow, Izhevsk, Alushta, Yalta, Chelyabinsk, Astrakhan, Simferopol, Saratov and Ryazan, Elektrostal, Voronezh, Austria and Germany, Great Britain, the Netherlands, the Republic of Cote d'Ivoire . 41 projects were allowed to participate in the competition:

  • in the nomination “Kindergarten for 75 places” - 8 preliminary designs;
  • in the nomination “Kindergarten for 100 places” - 10 preliminary designs;
  • in the nomination “Kindergarten for 140 places” - 11 preliminary designs;
  • in the nomination “Kindergarten for 200 places” - 6 preliminary designs;
  • in the nomination “Kindergarten for 240 places” - 6 preliminary designs.



Following the results of a competition of conceptual designs, an instruction was given to the Ministry of Architecture and Construction Complex of the Republic of Sakha (Yakutia) to submit proposals for the development of design documentation for the construction and replication of modern kindergartens on the territory of the Republic based on design solutions proposed by the winners of the competition.

The concept of the competition was inspired by the Reggio Emilia program. In it, the physical environment becomes the child’s third teacher after the family and teacher, and the degree of freedom of children’s interaction with the environment and with other people increases many times over. The ideology of new educational spaces is also built within the logic of this idea - support for development through an environment that provides the child with freedom of choice, is based on stimulating his motor, creative, and intellectual activity and allows the children themselves to feel their influence on the environment that surrounds them.

The exceptional value of this concept is that it offers a number of parameters that allow one to assess the degree of influence of the child on the environment, while developing in him a “sense of control” over it.

The first parameter is the variety of materials and equipment, which gives the child the opportunity to independently choose the level of his involvement and the complexity of his activities.

The second parameter is associated with the removal of behavioral restrictions in order to increase the sense of control over the environment. Thus, the size of the room may be too large or too cramped; sinks and other equipment are located at inaccessible heights; toys are stored far from the place where the game is supposed to be played.

The third parameter is related to the child’s ability to independently arrange the environment for his own tasks. This can be achieved through lightweight furniture and play equipment that allows children to customize the space themselves. It also makes them feel competent.

Finally, the fourth parameter that influences a child’s sense of environmental control is related to privacy. Solitude here is not just an opportunity to be alone, but an opportunity to independently regulate the level of one’s involvement in interaction with others. Children learn how to interact with others and also regulate their own actions. One of important conditions for this purpose - the creation of such special places in the general functional space.

An environment designed in this way supports the child’s engagement and self-control while simultaneously providing him with a zone of proximal development. All together can enhance the effect educational program kindergarten, implemented in accordance with the Federal State Educational Standard for Education.

In Russia there is a demand for modern educational spaces and architectural solutions. The experts chose those projects in which the environment is open, developing and flexible (transformable). Traditional solutions (corridors and separate rooms for each activity) were essentially rejected by the expert community.

Russia has the potential to develop and implement modern projects kindergartens. Most of the winning projects are Russian, with bold proposals and high degree elaboration.

Thus, we see a fundamental possibility of creating a new children's education based on international experience and in accordance with the requirements of the Federal State Educational Standard for Education. Samples of such kindergartens will soon begin to appear, there is no doubt about it. However, to fully realize the potential of such spaces, an adequate response from the outside is required. methodological support and practice.

That is why special work will be required with educators and teachers to organize educational process in a new environment. At presentations of projects, practicing teachers expressed concern both about safety issues (is it dangerous that the windows are located low, that there is a children's slide between the floors), and their unpreparedness to work in conditions of a sharp increase in the degree of independence of children (how to keep track of everyone in an open multifunctional space , how to organize their activities, etc.).

The one-story kindergarten building is made of safe and environmentally friendly materials. The interior of the building is characterized by simplicity and functionality.

Semyon Sergeev: “The highlight of this project is its simplicity. That is, the project is made in the style of “minimalism”, without unnecessary decorative elements, but at the same time has a very sophisticated design. Our design concept considers the kindergarten as a constellation of varied zones and transformable areas. The shell is very compact and have a simple neutral form. The “filling” is a free structure oriented on many directions. Spatial elements inside the building are located in a way that allows children to move freely through the whole area. This possibility encourages explore, play and actively participate in a learning process. The proposed design of the new preschool organization is developed as a lively environment full of different characters and needs.

The main entrance is located 50 cm lower than the rest of the ground floor. Wardrobes, storage and place for trolleys is located here. The main area can be reached with an elevator or a 6% ramp. This area id filled by 5 groups (a mix of younger, average and older children). Each group creates a “protected” zone for itself – at the same time they provide a connection with the multifunctional space that spreads through the whole building. The beds hang from the walls – when the nap time is over they can be folded up. The created area space can be used as an extension of the multifunctional space.

The gallery is an open space constructively connected with the structure of the ground floor. This area is easy to reach by the elevator or the other 5 vertical connections. This zone can be used as a playground, place to eat meals together, to have a nap and much more. We consider this space as an open mix of all activities that children can imagine.

One of the most important tasks is to ensure the maximum mobility. The free positioning of fix elements creates a complex net of “streets” that run around each “homebase” (an area assigned to a group of children). There are no blind alleys. As a result of fierce competition in this nomination, out of 11 preliminary designs, first place was awarded to the architect from Moscow Anton Lukomsky.

The project is interesting due to its unusual space-planning solution: combining and increasing the playing space and at the same time compactness of the building. The underfloor heating system (heating with a low-temperature coolant) allows you to distribute heat evenly without creating convection movement (draft effect). One of the most important selection criteria was taken into account - saving energy resources. In addition, the architect used Yakut patterns in landscaping elements. The planning solution for the building turned out to be free, dynamic, and meets all the requirements of the competition. The formative associative element of the volumetric-architectural solution of the building was the PUZZLE game development system.

The designed facility is a children's educational institution intended for 200 students. The building has three floors, which house classrooms, a swimming pool, a dining room, a first-aid post, halls for sports and singing, and terraces. The kindergarten project was developed by qualified engineers of the Mosproekt company.

Architectural solutions

Presented preschool educational institution developed according to an individual project. The facility is designed to accommodate 200 children or four nursery and seven preschool groups. The garden occupies three floors. The first one is used to place cabinets nursery groups, each of which is equipped with a separate entrance. In addition, on the level there are: a swimming pool, a food block, a medical center with wards, and laundries. The second floor is intended for senior groups, as well as for sports and music halls, administrative offices and a walking terrace. On the third level, offices for senior and preparatory groups, terraces for walking.
