XVI. Enrollment

16.1. To enroll in training, applicants provide to the admissions committee within the period established by the Admission Rules as the deadline for submitting the original document of the established form:

for places within the control figures - the original document of the established form;

for places under contracts for the provision of paid educational services - an original document of the established form or certified copies of the specified document with presentation of a certificate of storage of the original document of the established form. A certificate of storage of original documents is issued by the educational institution in which they are stored.

16.2. Applicants who provide the original document of the established form in the manner specified in clause 16.1 are subject to enrollment.

Enrollment of applicants is carried out sequentially from the beginning to the end of the list of applicants until the available places for admission are filled.

16.3. Admission to places within the target numbers for bachelor's, specialist and master's programs in full-time and part-time forms of study is carried out in stages:

enrollment in places within a special quota, target quota, professional quota;

admission according to the general competition;

enrollment in places within the licensed volume at the expense of individuals or legal entities.

16.4. The procedure for enrolling applicants for full-time bachelor's degree programs within the framework of target numbers is carried out within the following deadlines:

no later than 18.00 on August 18, 2017 – posting on the information stand rating lists of full-time and part-time study applicants recommended for enrollment;

August 20, 2017 (12.00) – acceptance of original documents of the established form from persons included in the competition list ends;

unfilled places within the target quota can be used by Taras Shevchenko LNU to enroll applicants within a special quota;

persons who have not provided the original document of the established form before the established deadline, as well as those who have withdrawn the specified original, are eliminated from the competition and are considered as having refused enrollment;

On August 21, 2017, LNU named after Taras Shevchenko publishes and places on the information stand an order(s) for enrollment.

16.5. When applying for bachelor's degree programs via correspondence courses, for training under contracts for the provision of paid educational services, as well as for training in specialty and

master's programs, enrollment periods are set in accordance with the deadlines specified in section IV of the Admission Rules.

16.6. Admission to places under contracts for the provision of paid educational services is carried out in accordance with the Admission Rules.

16.7. Enrollment orders posted on the official website of Taras Shevchenko LNU must be available to users within 6 months from the date of their publication.

XIX. Order of admission

19.1. Orders for enrollment in studies at LNU named after
Taras Shevchenko are published by the rector based on the decision of the admissions committee. Orders for enrollment in studies with attachments to them are formed by the admissions committee in accordance with the lists of applicants recommended for enrollment, and are published on the information board of the admissions committee and the official website of the educational institution in the form of a list of those enrolled within the time limits established in Section IV of the Admission Rules .

19.2. Applicants may be expelled from LNU named after
Taras Shevchenko at his own request, about which a corresponding order is issued, approved by the chairman of the admissions committee, and the documents are returned to such applicants.

For the vacated place, before the start of training, an additional competitive selection may be carried out from among the persons who took part in the competition for this area of ​​training (specialty). In the absence of such applicants, it is allowed to enroll in the vacant places persons entering other areas of training (specialties) of this educational institution.

19.3. An order to enroll an applicant in the place of an expelled person is issued subject to the applicant’s personal fulfillment of the requirements of clause 17.1 of the Admission Rules.

Admission rules were developed by the Admissions Committee of LNU named after
Taras Shevchenko (hereinafter referred to as the admissions committee) on the basis of the Procedure for admission to educational institutions of higher education of the Lugansk People's Republic to study in educational programs of higher education for the 2017/2018 academic year, approved by order of the Ministry of Education and Science of the Lugansk People's Republic No. 235 dated April 20, 2017 , and approved by the decision of the Academic Council of the university (Minutes No. 11 of May 26, 2017).

I. General provisions

1.1. LNU named after Taras Shevchenko announces admission to train specialists with higher education in educational and qualification levels, areas (specialties), forms of education in accordance with a special permit (license), including in separate structural divisions (Rovenkovsky Faculty) and higher educational institutions of I-II levels of accreditation, located within the university structure (Stakhanov Pedagogical College; Bryankov College, Lugansk College of Technology and Design; College of LNU named after Taras Shevchenko; Lugansk Professional Trade and Culinary College).

1.2. The rules of admission to LNU named after Taras Shevchenko regulate the admission of citizens who permanently reside and are registered on the territory of the Lugansk People's Republic and the Donetsk People's Republic, citizens of the Russian Federation, Ukraine, foreign citizens and stateless persons (hereinafter referred to as applicants), for training in higher educational programs education – training programs for bachelors, specialists and masters in educational institutions.

1.3. In the Rules for Admission to LNU named after Taras Shevchenko for the 2017/2018 academic year, the terms are used in the following meanings:

applicant – a person who has submitted an application for admission to participate in a competitive selection to an educational institution;

external independent assessment is a set of organizational procedures (primarily testing) conducted in Ukraine, aimed at determining the level of knowledge of graduates of secondary educational institutions upon their admission to higher educational institutions;

entrance exam (test) - testing the level of knowledge, abilities and skills, abilities for a certain type of activity in a competitive subject, which is carried out in the form of a unified state exam (hereinafter - the Unified State Exam) or an external independent assessment (hereinafter - EIT), an interview, an entrance exam, creative competition or certification exam;

authorized representative - a person to whom the applicant has been granted the appropriate powers, carrying out actions in respect of which these Admission Rules establish that they are carried out by the applicant, and which do not require the personal presence of the applicant (including submitting documents required for admission to the organization, recalling submitted documents ). The authorized person carries out these actions upon presentation of a power of attorney issued to the applicant and executed in the prescribed manner to carry out the relevant actions;

the unified state exam is a form of state final certification for educational programs of secondary general education, used in the Russian Federation;

competitive score – the final sum of the applicant’s points, which is the sum of the assessment results in competitive subjects, creative competitions, certification exams and other indicators provided for by these Admission Rules;

competitive selection – the procedure for selecting applicants to study at an educational institution according to a rating list of applicants;

competitive subject - an academic subject, the level of educational achievements in which is taken into account during competitive selection at a higher educational institution;

target figures for the admission of citizens to study at the expense of budgetary allocations of the State Budget of the Lugansk People's Republic (hereinafter referred to as target figures, budgetary allocations, state order) - a state order for an educational institution for the training of bachelors, specialists and masters in each area of ​​training (each specialty);

licensed volume of training for bachelors, specialists or masters (hereinafter referred to as the licensed volume) is the maximum number of students who can be enrolled in an educational institution for a given area of ​​training or specialty; the licensed scope includes places of state order and places at the expense of individuals and (or) legal entities;

special quota - the number of places allocated for training in undergraduate programs at the expense of budgetary allocations of persons specified in clause 13.1 of these Admission Rules;

the right to admission without competition - the right of an applicant, provided for by law, regarding admission to Taras Shevchenko LNU without participation in the general competition, which is implemented in accordance with these Admission Rules;

right of priority admission – the applicant’s right to occupy the highest position in the ranking list with the same competitive score as other applicants;

professional quota - the number of places allocated for training of persons specified in clauses 11.1, 13.3 of these Admission Rules;

interview - testing the level of knowledge, abilities and skills, abilities for a certain type of activity in a competitive subject (subjects), based on the results of which a protocol decision is made regarding the recommendation (non-recommendation) of the applicant for enrollment;

creative competition – a form of entrance exam, the purpose of which is to test and evaluate the applicant’s abilities for creative activity in certain areas (specialties) of areas of knowledge;

professional certification exam – a form of entrance exam for admission based on the previously obtained level of professional education;

target quota - the number of places allocated for training in bachelor's, specialist's or master's programs, allocated for admission under targeted admission agreements;

targeted admission – admission to study on a competitive basis of applicants in targeted areas issued in accordance with section X of the Rules for admission to Taras Shevchenko LNU.

1.4. In the 2017/2018 academic year, admission to specialist training programs, according to the Admission Rules, can be carried out on the basis of the following educational levels:

a) secondary general education, skilled worker, junior specialist - for the first year of a 5 or 6-year specialist training program;

b) bachelor – for a 1-1.5-year specialist training program.

1.5. Admission to training is carried out for places at the LNU named after Taras Shevchenko (hereinafter - places) within the framework of control figures and for places under agreements for the provision of paid services, concluded upon admission to study at the expense of individuals and (or) legal entities (hereinafter - agreements for provision of paid educational services).

Within the framework of the control figures, the following are allocated: a special quota; target quota; professional quota.

The quota sizes are determined by the admissions committee of LNU named after
Taras Shevchenko in each area of ​​training (each specialty). The total number of budget places allocated for quotas should not exceed 25% in the field of study (specialty).

1.6. Admission to training is carried out separately for bachelor's, specialist and master's programs.

1.7. Citizens permanently residing and registered on the territory of the Lugansk People's Republic and the Donetsk People's Republic have the right to receive free higher education at the Taras Shevchenko LNU on a competitive basis in accordance with the standards of higher education, if a citizen receives a certain level of higher education for the first time using state budget funds.

1.8. LNU named after Taras Shevchenko conducts admission to study according to the following conditions for admission to study:

a) for the organization as a whole, including all its branches and structural divisions, or separately for training in the organization and for training in each of its branches;

b) separately for full-time and part-time forms of study; externship;

c) separately for bachelor's degree programs, specialty programs, master's programs, depending on their focus (profile). For various bachelor's degree programs, specialty programs, and master's programs, admission to studies can be carried out in various ways in accordance with the Admission Rules.

1.9. For each set of admission conditions, separate lists of applicants are formed and separate competitions are held on the following grounds for admission to study:

a) within the control figures:

for places within a special quota;

for places within the target quota;

for places within the professional quota;

for places within the target numbers minus the number of places to which persons are enrolled within special, targeted and professional quotas (hereinafter referred to as places within the target numbers for the general competition);

b) to places under contracts for the provision of paid educational services.

LNU named after Taras Shevchenko for persons enrolling in undergraduate programs, based on various levels of education, holds a competition separately for each of them.

Persons with a bachelor's, specialist's or master's qualification level can enroll in bachelor's programs only in places under contracts for the provision of paid educational services.

1.10. Admission to bachelor's degree programs on the basis of secondary general education is carried out on the basis of the Unified State Examination or External Economic Examination, recognized as the results of entrance exams, and (or) based on the results of entrance exams conducted by Taras Shevchenko LNU independently.

Admission to master's programs is carried out based on the results of entrance exams, the list and timing of which is determined by Taras Shevchenko LNU.

1.11. Stateless persons and foreign citizens who are legally in the territory of the Lugansk People's Republic have the right to receive higher education on an equal basis with citizens permanently residing and registered in the territory of the Lugansk People's Republic and the Donetsk People's Republic. Receipt of higher education by the specified categories of persons at the expense of the state budget is carried out within the limits of quotas determined by the Ministry of Education and Science of the Lugansk People's Republic.

1.14. For applicants who need accommodation in a dormitory for the duration of entrance exams, the provision of places in a dormitory is guaranteed.
II. Powers of Leningrad State University named after Taras Shevchenko upon admission to study

2.1. The organization of admission of applicants to Taras Shevchenko Leningrad State University is carried out by the admissions committee, the composition of which is approved for one year by order of the rector, who is its chairman. The chairman of the admissions committee appoints the responsible secretary of the admissions committee, who organizes the work of the admissions committee, as well as the personal reception of applicants, their legal representatives, and proxies.

The powers and procedure for the activities of the selection committee are determined by its regulations, approved by the head of the educational institution.

2.2. Working hours of the admissions committee (days of the week and hours):

from Monday to Friday from 9.00 to 16.00, break from 12.00 to 12.30;

on Saturdays from 9.00 to 13.00.

2.3. To conduct entrance exams, Leningrad State University named after Taras Shevchenko creates examination and appeal commissions.

The powers and procedures of the examination and appeal commissions are determined by the regulations on them, approved by the chairman of the selection committee.

2.4. The rector of Leningrad State University named after Taras Shevchenko ensures compliance with the legislation of the Lugansk People's Republic, including the Procedure for admission to educational institutions of higher education of the LPR, the Rules of admission, as well as the openness and transparency of the work of the admissions committee.

2.5. The decision of the admissions committee, taken within the limits of its powers, is the basis for issuing the corresponding order by the rector of Leningrad State University named after Taras Shevchenko.

2.6. The decision of the selection committee on the distribution of the volume of the state order must be made no later than three calendar days after the notification of the state order to the educational institution.

2.7. The decision of the admission committee is published on the information boards of the admission committee located at Leningrad State University named after Taras Shevchenko, and on the official website of Leningrad State University named after Taras Shevchenko, as a rule, on the day such a decision is made, but no later than the day following the decision.
III. Requirements for the educational level of applicants

3.1. Persons with a complete secondary education are accepted for training to obtain the educational qualification level of a bachelor, based on the results of the Unified State Exam, External National Examination or entrance exams and (or) creative competitions that determine the level of their creative and (or) physical abilities, taking into account the average score of the document on complete general secondary education and points for special achievements specified in these Rules of Admission.

3.2. Leningrad State University named after Taras Shevchenko accepts to the first year (with a shortened period of study) or the second - third year (with a standard period of study) for vacant places persons who have received the educational qualification level of a junior specialist, to obtain the educational qualification level of a bachelor, subject to admission to a related field specialty, which is determined by Resolution of the Cabinet of Ministers of Ukraine dated June 20, 2007 No. 839 “On approval of the list of specialties for which specialists are trained in higher educational institutions at the educational qualification level of a bachelor”, applied on the basis of Part 2 of Article 86 of the Temporary Basic Law (Constitution ) Lugansk People's Republic, and is noted in the Admission Rules. Admission on the basis of the educational and qualification level of a junior specialist to obtain the educational and qualification level of a bachelor is carried out based on the results of entrance exams. Leningrad State University named after Taras Shevchenko enrolls the specified categories of persons, subject to the applicants meeting the requirements specified in paragraph 17.1 of Section XVII of these Admission Rules, to places of state order and to places under contracts for the provision of paid educational services.

3.3. Leningrad State University named after Taras Shevchenko accepts for the second (third) year of study (with a standard period of study) for vacant places persons who have received basic or complete higher education to obtain an educational qualification level of a bachelor based on the results of an interview for a field of study (specialty) other than received previously, within the scope of vacant places of the licensed volume under contracts for the provision of paid educational services in accordance with the Admission Rules.

3.4. Persons who have received the educational qualification level of a bachelor are accepted for training to obtain the educational qualification level of a specialist (Appendix 4).

3.5. Persons who have received the educational qualification level of a bachelor or specialist are accepted for training to obtain an educational qualification level of a master (Appendix 4).

3.6. Persons who have an education of the appropriate level are allowed to master educational programs, the presence of which is confirmed by one of the following documents on education or education and qualifications (hereinafter referred to as a standard document):

a document on education or on education and qualifications of the sample established by the Council of Ministers of the Lugansk People's Republic;

a document on education or education and qualifications of the sample established by the Cabinet of Ministers of Ukraine, the Ministry of Education and Science of Ukraine;

document (documents) of a foreign state on education or on education and qualifications (hereinafter referred to as a document of a foreign state on education), if the education certified by the specified document is recognized in the Lugansk People's Republic at the level of the corresponding education in accordance with the current legislation of the Lugansk People's Republic.
IV. Deadlines for receiving applications and documents, competitive selection and enrollment in training

4.1. Acceptance of applications and documents from applicants required for admission to study at Taras Shevchenko Leningrad State University begins on June 27, 2016.

4.2. Acceptance of applications from applicants for full-time and part-time forms of study under state orders, as well as at the expense of individuals and (or) legal entities, ends no later than 12:00 noon on August 8, 2016. Interviews, creative competitions and entrance exams are held from August 9 to August 17, 2016.

4.3. The ranking list of applicants who are admitted to obtain the educational qualification level of a bachelor, indicating those recommended for admission to places of state order, will be published no later than 18.00 on August 17, 2016.

4.4. Enrollment of applicants for full-time education occurs: by state order - no later than August 20, 2016;

at the expense of individuals and legal entities (subject to the fulfillment of the state order of the relevant field (specialty) - no later than August 26, 2016.

4.5. Enrollment of applicants for correspondence courses under the state order and at the expense of individuals and legal entities (subject to the fulfillment of the state order of the relevant direction or specialty) is carried out no later than August 26, 2016.

4.6. Acceptance of documents from persons applying for shortened bachelor's training programs ends no later than 12:00 noon on August 8, 2016.

4.7. Acceptance of applications and documents for full-time and part-time forms of study at the educational and qualification levels of specialist, master under state orders and at the expense of individuals and legal entities is carried out from August 1 to August 12, 2016; entrance exams - from August 13 to August 23, 2016; publication of the rating – August 24, 2016; enrollment under the state order - no later than August 27, 2016; at the expense of individuals and legal entities - after enrollment in the state order of the relevant specialty - no later than August 29, 2016.

4.8. Acceptance of applications and documents, entrance exams, competitive selection and enrollment in training of applicants on the basis of basic and complete higher education to obtain the educational qualification level of a specialist (retraining of a specialist) is carried out within the following periods:

Applications and documents for distance learning at the expense of individuals and legal entities are accepted from April 1 to August 1, 2016; entrance examinations - from August 11 to August 22, 2016; publication of the rating – August 24, 2016; transfers for funds of individuals and legal entities - no later than August 27, 2016.
