"Unified State Examination" - a new direction in the methods of passing the exam.

This year recorded a record number of people wishing to change their place of residence and leave the city as far away as possible, "outback", where to pass the exam. The vast majority of such students are in our southern republics. Entire schools are empty at some schools. What caused such a local demographic phenomenon? How legal is this exam - tourism?

Rosobrnadzor plans to create a federal list of students who moved in the 11th grade to study in another region to pass the exam.

The initiative is aimed at suppressing the "Unified State Examination-Tourism", which became popular last year in the republics of the North Caucasus, and especially in Dagestan. In 2013, almost a thousand schoolchildren from all over Russia for some reason came to take a single state exam in this republic. Everyone got good and excellent marks.

The work of graduates who have moved to study in 11th grade to other regions will be checked with particular care, and the lists of such students will be transferred to the regional ministries of education.

History of the phenomenon

Last year, such a phenomenon as the Unified State Examination-tourism was actively developed.

So,   in Dagestan, one and a half thousand school graduates before the USE were urgently discharged from Makhachkala and registered in rural areas.

The phenomenon of "Dagestan USE tourism" unexpectedly became popular not only among the local population, but also among residents of other regions of Russia.

It is worth noting that only during the exam in biology, 600 works were recognized as invalid. In total, 2,200 graduates passed the biology exam in the republic. Thus, almost a third of all exam papers have been declared invalid. Note that the biology exam is taken upon admission to medical schools.

Before a single state examination, schoolchildren of graduating classes in a hurry began to move to villages. They believed that in the mountainous regions the control over the USE will not be as strong as in the city, but they were mistaken, ”said the Minister of Education and Science of Dagestan Arthur Dalgatov.

In total, about 30 thousand people passed the Unified State Examination in Dagestan. Of these, one and a half thousand, by strange coincidence, decided to change their place of residence before the state exam. Specialists of the republic’s Ministry of Education recorded areas with the most active “migration” and sent mobile groups of inspectors there during the first exam in the Russian language.

In just one day, 61 acts on various violations during the exam were drawn up. As a result, 20 works of students of schools of the Kulinsky district were canceled. They have to retake on reserve days.

More severe sanctions followed against two students in the Babayurt district who managed to post their work on the Internet. The results of their exam are canceled. In addition, both teenagers will not receive certificates by the decision of the state examination committee.

It is a lot of fault that, at the points of the exam, the violations were committed, according to the Minister of Education, lies with the local organizers. Among the most common violations during the first exam were the presence of strangers in the places of state examinations, students talking on a cell phone, the presence of open propaganda posters in the classes with available information on the subject being taken.

Security cameras could be of great help to control violators. But there is no money in this budget for this technique, and all the hopes have to be pinned on the human factor - honesty and impartiality of the leaders of the exam submission points.

At the same time, Arthur Dalgatov noted that rumors that an installation was sent from Moscow to underestimate the results of the Unified State Examination in Dagestan did not correspond to reality. But there will be no such “leadership” as in 2011 in the republic. Then in Dagestan 104 graduates received the highest - 100-point grade.

Registration for the exam begins in November, so you need to prepare for it in advance

Apply to the registration exam

What documents are needed to register for the exam

You need to provide:

  • passport;
  • sNILS certificate (if available);
  • consent to the processing of personal data;
  • school certificate or diploma of technical school or college;

Receive a notification

To do this, you need to arrive at the deadlines set by the registration point. Usually no later than two weeks before the start of the exam. The notice will include the dates and addresses of the exam points (PES), as well as your unique registration number. A notification is issued only after the presentation of a passport.

Come for the exam

Admission to the PES is carried out strictly according to the passport. There are no other options for graduates of past years. If you have forgotten your identity document, they will not let you in.

Exams for all subjects begin at 10:00 local time. We recommend arriving 45 minutes before the start. Count the time in advance. If you are late, skip the briefing. You will have less time to complete tasks.

What to take with you to the exam

Each region independently sets the terms and methods for reporting the results of the exam. However, the terms for checking and processing the results should not be longer than in the schedule approved by Rosobrnadzor. You can find out your results at the local educational authorities (on the website or at a special booth) or at the points where you registered. The certificate in hand is not issued. All results are recorded in an electronic database. Their validity period is 4 years (the year of delivery is not considered). Unified state exam is held   for all categories of participants, including past graduates, regardless of how many subjects you decide to take. Therefore, the procedure for receiving documents does not imply the presentation of receipts or payment for registration services.


Moreover, in most regions, graduates of past years can take part in “test”, training exams, which take place in conditions as close as possible to reality, are assessed according to the Unified State Examination standards and allow participants to gain additional training experience.
